Mr. Wang Chao currently works at Norinco International Cooperation Limited as Assistant President. He began his career in 2005 as Assistant Project Manager in the Corporation's Electrical Power Department. Since 2005, he has served Norinco International in different capacities. During his tenure, he represented Norinco International as the Project Manager of Norinco International Ethiopia Branch.
Born in 1980, Mr. Chao completed his bachelor's degree in Construction Management from Dongbei University of Finance & Economics, China, in 2003. He earned his Master of Science (M. Sc.) degree in Construction Management from Loughborough University, UK.
Mr. Wang Chao is the Chairman of RPCL-NORINCO INTL POWER LIMITED (RNPL). He joined RNPL as a Director in November 2025. He was also the Executive Director of RNPL.
Md. Mahfuzar Rahman

Md. Mahfuzar Rahman, a career civil servant, is working in the Power Division under the Ministry of Power, Energy and Mineral Resources. Lately, he has been transferred from Bangladesh Public Procurement Authority (BPPA) [Former: Central Procurement Technical Unit (CPTU)], Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning where he worked as Director (Rules) for the last 07 years. Prior to these positions, he worked in Economic Relations Division (ERD), Ministry of Finance, Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning and Bangladesh Planning Commission in different capacities. He had also worked as Procurement Specialistin Services for Children at Risk (SCAR) Project funded by the World Bank for two and half years.
Mr. Rahman joined as Assistant Chief in 21st Batch of Bangladesh Civil Service (BCS) (Economic) in 2003. Initially, he started his career in 2000 as a Scientist in the Bangladesh Fisheries Research Institute (BFRI). Later on, he worked in IFIC Bank Limited nearly for 03 years dealing mainly with foreign trade.
During his tenure in Bangladesh Planning Commission from 2003 to 2010, he rendered his services for Development Policy Planning, especially for development project processing in different sectors of Bangladesh economy. Later on, in IMED till 2013, he was involved in monitoring and evaluation of the projects. In ERD from 2016 to 2018, he was engaged in foreign debt mobilization, mainly from the World Bank. From October 2018 to August 2025, he served in Bangladesh Public Procurement Authority (BPPA) (former CPTU) as Director (Policy and Rules; Capacity Development) and assisted Procuring Entities (PE) & Tenderers with clarification of PPA 2006 and PPR 2008, providing opinions on different issues of procurement of goods, works and services, dealing with amendments of PPA 2006 and PPR 2008, rendering tasks related to implementation of Bangladesh Public Procurement Authority (BPPA) and Sustainable Public Procurement (SPP) to attain SDG Goal 12. Beside these, he has been associated to carry out the procurement and administrative fucntions of Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP) funded by the World Bank. At present, he is working in Power Division as Joint Secretary (Development) and rendering his services on critical issues of development activities. He is a National Procurement Trainer certified by BPPA and trained from ITC-ILO, Turin, Italy. Also, he is a certified Procurement Trainer by Ministry of Public Administration (MoPA). He speaks regularly on Public Procurement, Supply Chain Management and Project Management issues at different training institutes like BPATC, BIAM, BCS Admin Academy, NAPD, NATA, ETI, FTA and so on.
Mr. Rahman did his graduation in Fisheries and Masters in Fisheries Biology and Genetics from Faculty of Fisheries, Bangladesh Agricultural University, Mymensingh. Later on, he did MBA in Accounting and Information Systems from University of Dhaka. He availed the scholarship from Asian Development Bank (ADB) to pursue Master of Public Policy (MPP) from National Graduate Institute for Policy Studies (GRIPS), Japan. Also, he did Masters in Procurement and Supply Management (MPSM) from BRAC University, Bangladesh. On the way to MPSM, he completed Graduate Diploma in Purchasing and Supply from Chartered Institute of Procurement and Supply (CIPS), UK and he is a full member of CIPS (MCIPS). He has 05 different publications both in national and international journals.

Engr. A. H. M Rashed joined Rural Power Company Limited (RPCL) as Managing Director on 18 November 2025. He is a senior and experienced professional in the power sector and currently leads the overall operations of RPCL. RPCL is one of the prominent power generation companies in Bangladesh, playing an important role in ensuring reliable electricity supply, especially in rural areas.
As a Managing Director, he is responsible for developing and implementing corporate strategies and policies, ensuring operational excellence, increasing generation capacity, improving efficiency and achieving sustainable energy goals. Under his leadership, the company is strengthening its competitive position while maintaining good governance, accountability and ethical business practices.
Engr. Rashed is a Mechanical Engineer with more than 25 years of practical experience in combined cycle power plants. He has extensive knowledge in operation, maintenance, project implementation and administrative management. He is highly skilled in operating and maintaining combined cycle power plants, including gas turbines, HRSGs, steam turbines, air-cooled condensers, water treatment units, wastewater treatment plants, high-pressure pumps and gas booster compressors.
He joined RPCL on 4th August 2005 as Deputy Manager (Operation). Over the years, he was promoted to Executive Engineer, Superintending Engineer and Chief Engineer. In recognition of his deep knowledge, professional expertise and leadership in project management, general administration, business development and plant operation and maintenance, he was appointed as Managing Director of RPCL.
He obtained his Bachelor of Science (BSc) degree in Mechanical Engineering in 1995. In addition to his academic qualifications, he has participated in various technical and management training programs abroad. He visited different countries including the USA, Netherlands, Germany, Switzerland, Singapore, Saudi Arabia & China for training and professional purposes.
At present, he is responsible for providing strategic direction, ensuring operational excellence, improving financial performance and achieving sustainable growth of the Company. Through his strong leadership, professional integrity, and effective management, RPCL continues to move forward on the path of steady development and success.
He is married. His wife is a home maker. He is the proud father of a daughter and a son.
Md. Shafiqur Rahman
Director, RNPL
Mr. Md. Shafiqur Rahman began his career as an Assistant Engineer at the Bangladesh Rural Electrification Board (BREB) on August 11, 1994. During his career, he served in various capacities, including positions at the Dhaka Head Office and the Brahmanbaria Project Division. He also served in Material Planning and Standardization Specifications (MPSS) and System Engineering & Design (SE&D) until October 21, 2014.
He was promoted to Deputy Director/Executive Engineer on October 21, 2014, and subsequently served in various important positions, including Deputy Director (Technical) at the Directorate of Program Planning and Project Director of the 2.5 Million Consumer Connection Project.
On June 20, 2020, he was promoted to the position of Superintending Engineer/Director (Technical). He subsequently served as Director of the Inspection & Testing (I&T) Directorate and the Material Planning and Standardization Specifications (MPSS) Directorate, where he played a significant role in their respective activities. In addition, he served as Project Director of the “Modernization and Capacity Enhancement (Dhaka–Mymensingh Division) Project.
Subsequently, he was promoted to Additional Chief Engineer on April 15, 2025, and to Chief Engineer on June 23, 2025. On June 1, 2026, he assumed the additional charge of Member (Distribution & Operation).
Throughout his career, he has gained extensive experience in various fields, including the construction of electrical distribution systems, project planning and monitoring, material planning and specification, and project implementation and management. He also possesses overseas professional experience as an Electrical Engineer in the Kingdom of Saudi Arabia (KSA), where he worked with Saudi Aramco and the Saudi Electricity Company from July 2005 to June 2008.
Born in 1968 in Netrokona, he completed his B.Sc. in Electrical & Electronic Engineering (EEE) from the Bangladesh University of Engineering and Technology (BUET). He has also participated in various professional training programs in the USA, Japan, Korea, India, Indonesia, and Germany, including PPR-2008 at ESCB.
Sun Rui
Director, RNPL
Born in 1970, Mr. Sun Rui completed his bachelor's degree of Economics in University of International Business and Economics in June 1992, and earned EMBA degree from State University of New York at Buffalo in 2002.
After graduation from University of International Business and Economics in 1992, he staffed in China Forestry International Cooperation Company and then China Feedstuff Group Corporation Ltd. And he started his career in international engineering projects since 2005 when he joined in China Machinery Industry Group Corporation Ltd. (SINOMACH) as the Director of the 2nd Division of International Engineering Dept. From 2005 to 2021, he has been Project Manager and Project Director for 6 Mega Projects, including 2 coal-fired power plants in Indonesia, 2 power transmission projects in Africa, etc. The total contract value of these projects is US$ 3.9 billion.
He joined in the Strategic Management Dept. of Norinco in July 2021, and was appointed as Market Development Director of the 2nd International Engineering Dept. of Norinco International Cooperation Ltd. in November 2022.
He joined in RPCL-NORINCO Intl Power Limited (RNPL) as director of board and Executive Director from April 2023. He also holds a professional title of Senior Engineer accredited by relevant authority in China.
Chen Lei
Director, RNPL
Born in 1979, Mr. Chen Lei completed his bachelor's degree in Financial Management from Hunan University of Commerce in 2002 and earned an MBA degree from Capital University of Economics and Business.
After graduating from Hunan University of Commerce, he joined Shenzhen Nanfang-Minhe CPA in 2002 as Audit Manager and then CHIA TAI CONTI as Finance Director. In 2006, Mr. Lei moved to Shenzhen North Xilin Industrial Co., Ltd., where he worked as the Deputy Manager of the Finance Department.
Mr. Chen Lei joined Norinco International Cooperation Limited in 2007 as the Audit Manager of the Audit Department. He was transferred to the Finance & Accounting Department (FAD) of the same organization in 2011 in the same position. In FAD, he played his due role in different capacities. In 2024, Mr. Lei was promoted to the position of Director, Finance & Accounting Department of Norinco International.
He joined RPCL-NORINCO Intl Power Limited (RNPL) as a director of the board in September 2026.
